What is the Saturday Pool Scheme?

The Satirday Pool Scheme is operated by the County FA and the following Saturday Leagues

  • Leicestershire Senior League
  • Leicestershire Combination
  • Leicester & District League
  • North Leicestershire League
  • Leicester City League

It is intended to ensure that all Saturday football is covered with a referee and that all referees looking for a game get one where possible.  All referees who have registered as available on Saturday afternoons with County FA who do not have a game must either close the date with County FA or one of the above leagues or be liable to accept appointments from the Pool.

The Regulations

In order that referees in this County may be utilised to the greatest possible benefit the following scheme has been agreed between The Association and all Saturday Leagues within the Association and must be rigidly adhered to by all concerned.

1. Each league will initially allocate its own referees to matches as heretofore and may make any re-appointments up to 6.00 p.m. on the Sunday preceding the following Saturday’s matches

2. A list of matches together with the appointed officials will be sent by each League to the Referees Development Officer of the County Football Association between 5.00 p.m. – 6.00 p.m. on the Sunday. With the list will be a list of matches with no appointed Referee.
A League will notify the Association Referees Appointments Officer of matches which subsequently become not covered by an official Referee

3. The Association’s Referees Development Officer will immediately, or as, and if, circumstance permit fill any vacancy with a Referee not appointed or becoming available.

4. No League will engage an official except through the Association’s Referees Development Officer after the time stipulated in 1 above.

5. All Leagues will release a Referee for a Contributory League and upwards appointment which arises and will receive priority in replacement.

6. Referees who are not allocated matches by their respective Leagues on given dates which hereafter become closed for personal reasons SHALL NOTIFY IN WRITING to the Referees Development Officer of the County Football Association up to and including the Friday of the previous week, following which such notifications may be by telephone.

7. Referees operating on Leagues outside the County Area shall advise the Referees Development Officer of the County Football Association of any re-appointments received after the initial list received from the said League. Upon receipt of all monthly appointments from such Leagues, Referees shall advise the Referees Development Officer of the County Football Association of all open dates. Where a Referee, operating outside the County on a given date, upon his original appointment being changed or cancelled by that League, such change of availability shall be immediately advised to the County Referees Development Officer or his nominated aide.

8. Referees at Levels 1 to 4 who are appointed to a Friday, Sunday or Monday game shall, in the event of not wishing to take an appointment on the Saturday of that week-end, close such date with the Association’s Referees Development Officer.

9. Referees who cannot fulfil their allotted appointments through any circumstances (Saturday morning included) shall notify the League Referees Appointment Officer. Only in emergency should they contact the Association’s Referees Development Officer.

10. The scheme will operate on Saturdays from the first Saturday in September until the last Saturday in April inclusive, in each Season

11. Any referee appointment from the Pool Scheme shall receive match fees relative to the League or Competition.

12. Leagues are required, in writing, to report to the Association’s General Secretary any Referee failing to accept an appointment from the Saturday Pool Scheme. Violation of this scheme will lead to a charge being issued by the Association which may result in Disciplinary action.
